2025 Milling and Paving Program

The Town is working to finalize the 2025 Milling and Paving Program, as well as selecting contractors to perform the work. Notices will be sent to residents on selected roadways ahead of construction. See the full list of projects.

Clover Street School Field Improvements

The Town of Windsor has hired a contractor to improve the Clover Street School playing fields, which includes new playing fields, a new stormwater drainage system and the installation of a new parking lot. Construction on this project has started.

Wilson Park

The Town of Windsor has hired a contractor to build a new park located at 458 Windsor Ave. This new park will include walking paths, a playground, sitting areas, including park benches and tables and pavilions. Construction on this project has started.

Broad Street Road Diet

The Town is currently working with a qualified engineering firm on a design for a “road diet” of Broad Street. Click HERE for more information.

Welch Park Courts

The Town of Windsor has an upcoming project to reconstruct the tennis courts at Welch Park. On December 12, 2024, Town staff held a public information meeting to present two (2) concepts with striping for both tennis and pickleball courts. The concepts presented can be found HERE.

The Windsor Department of Public Works has removed trees surrounding the courts. Construction is expected to begin in early May.

O’Brien Turf Replacement

The Town has hired a contractor to replace the synthetic turf at O’Brien Stadium. Project scope includes the removal and disposal of the existing turf field and installation of a new 2-inch turf system. 20-foot-high ball netting will be installed behind each goalpost and synthetic turf will be installed in the grass area adjacent to the south entrance of the park. The track will not be open to the public from June 16, 2025 to mid-August and portions of the Sage Park parking lot will be used for construction staging.

There are paved paths around the Sage Park Fields as well as the LP Wilson Fields that can be utilized as construction is ongoing.

Pigeon Hill Road

The Town has an upcoming project for reconstruction of Pigeon Hill Road starting from the intersection with Marshall Phelps Road and ending short of the intersection with Lamberton Road. The project includes milling and paving of the roadway as well as replacement of bituminous curbing, drainage improvements, catch basin tops, pavement markings and restoration of disturbed areas.

Marshall Phelps Road

The Town of Windsor has an upcoming project for the rehabilitation of Marshall Phelps Road from the intersection with Day Hill Road to the intersection with Bloomfield Avenue. The project received approval of State funding through the Local Transportation Capital Improvement Program and includes milling and paving of the roadway as well as replacement of bituminous curbing, catch basin tops, sidewalk ramps, pavement markings and restoration of disturbed areas.

Construction is expected to begin in 2026.

Prospect Hill Road

The Town of Windsor has an upcoming project for the rehabilitation of Prospect Hill Road, starting at the intersection with Day Hill Road and ending at the roundabout at the intersection of Lang Road. The project received approval of State funding through the Local Transportation Capital Improvement Program and includes milling and paving of the roadway as well as replacement of bituminous curbing, catch basin tops, sidewalk ramps, pavement markings and restoration of disturbed areas. The Department of Transportation has encourage, in their review, the installation of concrete sidewalks as a part of the project, which was approved by the Capital Region Council of Governments.

A Neighborhood Meeting was held on April 24, 2025 to present the initial concepts for the sidewalks. The concept plans can be found HERE.
Construction is expected to begin in 2026.
