Announcement: Personal Property Declarations Due Nov, 3rd, 2025
Announcement: Pursuant to Section 12-40 (Conn. General Statutes), notice is hereby given that all persons conducting business in the Town of Windsor must file with the Assessor’s Office a complete and accurate Declaration of all tangible personal property used in the conduct of your business as of October 1, 2025.
Announcement: Valuation of registered / non-registered passenger motor vehicles
Announcement: Pursuant to Public Act 22-118, June Special Session Public Act 24-1, and Public Act 25-2 municipal Assessors will be valuing registered/non-registered passenger motor vehicles differently than they have in the past. Effective with the October 1, 2024 Grand List, the Windsor Assessors will no longer rely on the market value of vehicles, but will instead utilize the Manufacturer Suggested Retail Price (MSRP) of a vehicle and apply a statutory depreciation schedule to calculate the depreciated value of a vehicle, from 90% to 20% of the initial MSRP. (See below for further details).
Announcement: Board of Assessment Appeals will meet Saturday, September 20, 2025 commencing at 9:30AM
Announcement: The Windsor Board of Assessment Appeals last met in March 2025 to hear appeal petitions in regards to Real Estate, Personal Property, and Motor Vehicles assessed on Windsor’s 2024 Grand List.
Sec. 12-111 of the Connecticut General Statutes requires that a petition be filed with the Board of Assessment Appeals on or before February 20th,2025 to meet with the Board. Failure to file an application by February 20th,2025 constituted a waiver to appear before the Board concerning 2024 Grand List Real Estate and Personal Property assessments.
The Windsor Board of Assessment Appeals will next meet Saturday, September 20, 2025 commencing at 9:30AM at the call of the chair to hear petitions in regards to Motor Vehicles ONLY.
Please note that per 12-117a of the CT General Statutes:
• Motor vehicles are assessed based on MSRP without factors such as high mileage, salvage vehicles, and rebuilt titles.
• The only grounds for appeal for a taxpayer is if the Assessor did not base the assessment from the vehicle’s MSRP.
• Vehicle owners may appeal the MSRP determination to the Board of Assessment Appeals at their next successive meeting.

Announcement: Property Tax Credit Program Feb 1 – May 15
Announcement: State law provides a property tax credit program for Connecticut owners in residence of real property, who are elderly (65 and over) or totally disabled, and whose annual incomes do not exceed certain limits. The credit amount is calculated by the local assessor and applied by the tax collector to the applicant’s real property tax bill. The amount of the credit that may be granted is up to $1,250 for married couples and $1,000 for single persons. Credit amounts are based on a graduated income scale. Application may be made with the Assessor’s Office between February 1 and May 15th.

Please bring with you any and all proof of income for the last calendar year, including your SOCIAL SECURITY 1099 STATEMENT (if you collect) and your COMPLETED INCOME TAX RETURN (if you file).
The income Limit for both the 2024 GL Windsor Local Elderly Credit and the 2025 GL Windsor Local Veteran Exemption is: $62,200.
Assessor’s Department
In Windsor, as required by Connecticut law, assessments are done based on 70% of the fair market value of all real estate, motor vehicles and business personal property. The revaluation of Windsor real estate to determine fair market value was completed for the October 1, 2023 Grand List. Those real estate values will be in place for the next five years. Motor vehicle values have historically been determined annually through the use of the JD Power Pricing Guides, but starting with the 2024 Grand List motor vehicles will be valued as per a statutory depreciation schedule starting from MSRP. Business personal property is valued through the use of annual declarations verified by independent audit.
Windsor’s Grand List is comprised of the assessed value of all real estate, motor vehicles and personal property.
